Evaluación De Programas Del Fondo España-Sica (2010-2013)

2015 - Secretaría General del Sistema de Integración Centroamericana.

The Spain-SICA Fund was created in 2006 as a financial instrument to finance the Regional Programme of the Spanish International Cooperation to support the Central American integration. This fund applies the procedures of the General Secretariat of the SICA, transfers the execution and monitoring of operations to the institutions of the Central American Integration System and is programmed every four years with a yearly planning. Thirteen programmes were financed in the 2010-2013 period, and twelve of them were under this midterm evaluation. The programmes were organised under the three strategic aims of SICA in this period: institutional strengthening, democratic security and economic integration. This was a summative evaluation, with a multi-dimensional approach and a variety of research techniques. A double analysis was realised: a specific analysis of each programme, and a global analysis of the programmes as a whole.
